AHI 0.86µm description not correct

I'll start this out with I'd rather see just the central wavelength and what channel the satellite operator labels it as. I'm not a big fan of the descriptors because most of the time one needs to compare the channel with another channel to highlight what is indicated by the sample use.
With that said, the channel description for AHI channel 4 (0.86 µm) reads Cirrus cloud detection, which is the sample use for ABI channel 4 (1.378 µm). If you keep the description, put in what is for ABI channel 3 (0.86 µm)

Hi Bernie,
As discussed in our separate emails, I wrote up McX inquiry 16145 for these changes because the band info you see in McV is from the McX file SATBAND (so any updates there are reflected in both McX and McV).
